Invitation for Prequalification

BWA-2024-002 BARBADOS CLIMATE RESILIENT SOUTH COAST WATER RECLAMATION PROJECT

  1. The Government of Barbados (GOB), through its execution agency, the Barbados Water Authority (BWA), has embarked on a vital initiative to augment existing water supplies, mitigate climate change effects, address seawater intrusion and sea level rise, diversify potable water sources, enhance water supply resiliency, and reduce the impact of treated effluent on marine life and the environment. This is to be achieved partly by upgrading the existing South Coast Wastewater Treatment Plant located in Graeme Hall, Christ Church, to a Water Reclamation facility, to be implemented under an Engineering Procurement and Construction (EPC) – Turnkey modality.
  2. The project scope includes the design, specification, procurement, supply, construction, testing on completion, and hand-over of a fully functioning Wastewater and Sludge Treatment and advanced Water Reclamation Facility, consisting of (i) upgrades to an existing primary Sewage Treatment Plant that must remain operational; (ii) the new construction of an advanced Treatment Facility to facilitate water reclamation, and (iii) the provision of an operations service and operational assistance period.
  3. As a result, the BWA now invites experienced EPC Contractors to submit proposals for prequalification towards participating in the Procurement process for the project.
  4. Interested bidders can obtain the Prequalification Request documents containing all qualification and eligibility criteria from the Government of Barbados’ e-procurement portal at https://gov-bb.bonfirehub.com/portal/?tab=openOpportunities.
  5. Bidders must first register on the portal to submit their proposals. Detailed instructions for registration are available at: https://procure.gov.bb/home
  6. A bid/proposal shall be considered only if it complies with the conditions set out in the bid package.
  7. BWA does not bind itself to accept the lowest or any bid/proposal and reserves the right to withdraw this RFP, to reject any and all proposals and to accept any proposal deemed to be in the best interest of the GOB.
  8. Submissions should be uploaded to the Government of Barbados’ e-procurement portal at https://gov-bb.bonfirehib.com/portal/?tab=openOpportunities no later than 11:30 p.m., Barbados/AST, Wednesday, April 24th, 2024. This represents an extension of the submission deadline by three weeks. Please be advised that the information herein contained constitutes the most current and relevant data regarding the submission deadline. This supersedes and nullifies any and all previously disseminated information, communications, or understandings, whether written or oral, pertaining to the submission deadline.
  9. Bidders are reminded to complete their submissions by ensuring they have checked the box marked “I understand that I can’t change any of the submission details or documents once the project closes.” and click on Submit & Finalize My Submission. Upon completion, bidders will be directed to a Submission Receipt.
