CIVIL WORKS FOR THE REHABILITATION OF STORAGE TANKS, RESERVOIRS, AND PUMPING STATIONS, AND THE INSTALLATION OF A POWER GENERATION AND TURBIDITY CONTROL SYSTEM – ICB No: CAF/BWA/2.1/2022-01

INVITATION TO BID

The Government of Barbados (GOB) has received financing from the Corporación Andina de Fomento (CAF) towards the cost of the Barbados Water Infrastructure Rehabilitation Project and intends to apply a part of the funds to cover eligible payments for works under the captioned project. The budget for these works, inclusive of all taxes, is approximately USD 8.0mn.

The Loan Agreement prohibits a withdrawal from the Loan Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CAF, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than GOB shall derive any rights from the Loan Agreement or have any claim to the proceeds of the Loan.

The GOB, through its executing agency the Barbados Water Authority (BWA), now invites eligible and qualified contracting firms to submit bids for the civil works associated with the construction of glass steel water storage tanks, repairs to concrete reservoirs and pumping stations, and the installation of a power generation diesel system and a turbidity control system at two separate pumping stations.

Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the Corporación Andina de Fomento Management Policies, Purchasing and Contracting Guidelines dated 2020, governing the procurement of goods, works and non-consulting services. All countries are eligible.

The complete set of Bidding Documents, in English, will be provided to interested eligible bidders in electronic form upon email request to the BWA at the email address listed below. The documents will be promptly dispatched on weekdays between 9:00 a.m. and 4:00 p.m. BWA will not be held responsible for late delivery of the documents. The email must be clearly titled: “Request for Bid Documents for Civil Works – CAF/BWA/2.1/2022-01”.

Bid submissions in the form of one (1) password-protected archive zip (file) must contain all required documents, saved in non-editable files (except XLSX files), i.e. in PDF and/or JPG format, and then packed into one (1) password protected archive zip (file).

Password-protected electronic copies of Bid proposals must be submitted by email with the name and address of the bidder, clearly listed in the body of the email and shall be titled “Tender for Civil Works – CAF/BWA/2.1/2022-01 – (Name of Bidder)”, and must be delivered to the email address below no later than 3:00 p.m. AST on February 3, 2023.

A separate email containing the password shall be submitted via email to bwirp@bwa.gov.bb no later than 3:30 p.m. AST on February 3, 2023.

Bids will be opened publicly online at 3:30 p.m. AST on the submission date in the presence of Bidders’ representatives who choose to attend the bid opening meeting. The meeting link will be provided to participating bidders, one week prior to the bid opening meeting.

Each bid must be accompanied by the required Bid Security in a freely convertible currency as listed in the data sheet of the bidding document. Late submissions may be rejected.

The BWA reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of a contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for the BWA action. BWA will not defray any costs incurred by any bidder in the preparation of bids.
